Chihuahuas have much smaller bladders (in comparison to their body size) than other dogs. You have to take pups out every 1.5 to 2 hours. It can easily take a chi up to 1 year to potty train. If he refuses to potty outside, try getting the puppy indoor training pads (at walmart or pet stores) and see if he will go on those. Whenever he has an accident and you catch him doing it, tell him no in a firm voice and put him on the pad. If he even goes one little drop on that pad, praise him immensly and give him a treat.
