When we moved here (Germany) we had to take an apartment on base. I 
tried to get Fifi to start using potty pads b/c of the extreme 
winters, rain, and we live on the third floor. She would have 
nothing to do with them! Was holding it like 18 hours at a time. I 
finally gave in after about 3 days and started taking her outside 
again. I couldn't stand to see her shaking and whining to go out.
