I have the same problem, but my chi is scared of all women accept for myself.
two things I can tell you, teach your dog the no bark command. It helps to teach them "speak" and then teach them 'no speak'. The dog first needs to know how to do something before he can learn when he is not supposed to engage in the behaviour. secondly, you need to promote me nas being nice and exciting when your dog sees them. With my dog, when ever a new woman comes to our house, they get to give him dried liver treats that he only gets in this situation. I reassure him by telling him good boy and nice ladies, with a happy tone. When he barks, I put my finger on his nose and push it down (this works amazing) and say no bark. It takes time and patience. We have had Nubi for over six months and we are still working on this behaviour, but there has been marked improvement to date. just be dilligent and consistent with your approach.
