I would strongly suggest getting a crate or carrier to confine your puppy to when he can not be supervised. As he gets older, you will find he doesn't need to be "confined" anymore, but will still love his crate. A crate becomes the puppy's den. It not only offers safety to the pup when he is alone, but it also offers him the sense of safety. Of course you have to decide what you think is best, but as a chi owner for nearly 20 years, I would strongly recommend you reconsider the crate.

Also we are not crating the new puppy, but if we have to leave the

has full access to the house, is that cruel?

Cruel?  Heck, no!!  =)  Sounds like a good safe set up.  Someone else will answer you I'm sure on the socializing.  I have an 11 month old chi and she's getting a baby sister I'm waiting on to get older before she'll arrive (hurry up!).  I'm looking forward to the answers on that, now, myself.
