[Chihuahuas] help

Hello, I just read a letter to you from someone trying to potty train her Chihuahua. I just got a 7-8 month old rescue puppy.  I have never had a Chihuahua before so a lot of the personality traits are new to me. He was left in his kennel for hours at a time and neglected.  He is very fearful and will not let me pick him up.  The only way I can get him is to slowly reach into his kennel and rub his chin and neck then pick him up. I have been trying to train him (I have had him a week) to go on a wee wee pad.  He does go from time to time but has gone on my cloths (laying on the floor) and in other areas of the house. He is at the vets for nutering today, I am wondering if there is some idea on how to approach this puppy when I bring him home that will reassure him of my care for him and any hints on the potty training.
