Hi Kim,  It's my opinion that she would benefit greatly by seeing 
you as her pack leader.  Your calm and self assured body language in 
her presence will not be lost on her.  If you worry or fret too much 
about her she'll perceive you as unstable and not trust you.  If you 
take her on regular structured walks and just have her follow you as 
naturally as you please, I think she'll look to you as her leader.  
(No letting her walk in front of you or sniffing every bush.)  Her 
doggy instinct will drive her to want to be around you because 
you'll make her feel secure.  Also, staring intently at a dog makes 
them nervous because it is a sign of aggression.  (I think that's 
why chi's typically don't care for strangers or children...both tend 
to stare and then lunge at them to touch them.  My chi HATES that!)  
One thing's for sure, once she comes around, she'll be YOURS forever!
