I would try a flannel tee or tank top with  no sleeves.

Sometimes the sleeves put some restriction to the "shoulder area" and
it can be uncomfortable for the pet.
After you put the tee or tank on your pet give him a small treat, get
a little further from him/her and show him another "irresistible"
treat. If you do that enough they will not only get used to wearing
clothes but look forward to it.

Another point .. doll/teddy shirts have their sleeves pointing to the
sides like a human shirts, pet shirts have their sleeves pointing down
just like their legs go. That can make a big difference in keep your
pet warm and comfortable at the same time.
