Sometimes it is just the dogs personality and there is no "reasoning" for it. Some dogs, just like some humans, are just naturally shy and/or fearful, ect.....My SD Pepper has been with me since he was 4 months old. He was never mistreated, is with me most of the time everywhere I go, ect, but still, at 9 years old, if I try to pick him up rather than allowing him to come to me, he will often roll over and "squirt" a little. I have no clue why he would be apprehensive of being picked up, but he always has been. I have just accommodated him by not picking him up, but allowing him to get up into my arms himself. It is just one of those things that sometimes there isn't really an answer, it is just the way their personality is.....
Maybe you could try one of the dog diapers for a while or a belly band if it is a male....give you time to figure out his triggers, then try to accommodate the specific trigger.... He gets to go out often, so it isn't a full blader either. I have never scolded him for peeing (or anything else for that matter!) I try not to make too much of a fuss over him until he has settled down and isn't slinking around. It's almost like he's trying to hold it back and can't. Tonight we went out for diner and when we came home I knocked on the door to get him to come to the door and then let him come out on the porch to greet us. He leaked a few drops before rushing back in. He never pees much, only a few drops. I don't understand why he would feel insecure. The girl that had him before we did left him alone a lot. Now that we have him he is rarely left alone for more than a hour or two.
