My Daisy does the exact same thing. For us, I think it might be because we get all excited when we see her again.

He gets to go out often, so it isn't a full blader either. I have never scolded him for peeing (or anything else for that matter!) I try not to make too much of a fuss over him until he has settled down and isn't slinking around. It's almost like he's trying to hold it back and can't. Tonight we went out for diner and when we came home I knocked on the door to get him to come to the door and then let him come out on the porch to greet us. He leaked a few drops before rushing back in. He never pees much, only a few drops. I don't understand why he would feel insecure. The girl that had him before we did left him alone a lot. Now that we have him he is rarely left alone for more than a hour or two.
