My recommendation is not to use clippers at all.  I use a Dremel tool -- the 
particular model I have is the Dremel MultiPro Cordless 7.2V Model 770 Type 
1, and I use a sanding cylinder tip at the 7,500 RPM speed (the slower 
speed).  There's no pinching sensation for the chihuahua when the clippers 
close, and because the nail is sanded down gradually rather than cut off 
abruptly, there's no sharp rough edges and very little chance of coming too 
close to the quick.  Luna's breeder taught me this trick.  With it, I can 
even confidently do Luna's black nails.

Dremel actually makes a model for doing pet nails.  Beware of this.  It has 
a crappy, cheap motor, and the rotations are so slow that nail care will 
take forever, a fact that your chi will not appreciate.
