Anybody can buy these vests and patches.  Check out www.sitstay.com.  The 
ADA, however, specifically states that service dogs don't have to wear any 
identifying vests, patches, etc. and their owner does NOT have to carry any 
paperwork identifying the dog as a service dog, and a business can't exclude 
a service dog just because neither the dog nor the owner has anything 
identifying it as a SD.
