That is correct, Chihuahuas are very vulnerable to pressure on their 
tracheas.  My vet told me very sternly that I should only use a harness on 
my chihuahuas, NEVER a collar.  Never even considered a muzzle, personally.

Check someplace else.  My groomer doesn't use muzzles, so it's not a 
consideration.  I rarely take my girls to the groomer, though; generally I 
do their nails myself with a Dremel tool -- use the cylindrical sanding tip. 
Works great and doesn't leave ragged edges.

Use a harness ONLY.  Then there's no problems.  Both my girls are fantastic 
on leashes.  the stopping in place is fine as long as he's wearing a harness 
rather than a leash.  There are wonderful harnesses, perfect sizes and 
cheap, through www.cetaceacorp.com.
