Actually laws in Puerto Rico are US federal laws so it's the same. The Airline (American) have rules that requires pups to be at least 8 weeks old to travel within US or overseas (Puerto Rico) as I mentioned before we were lucky enough. The Veterinary certified she was good to go with us in the flight and her lic. weights more than any aviation rule because is a federal lic. As a professional I know the pup will be better with her mum until it's 3 months old. But as a professional I also know that as long as she gets the nutrition she needs, she'd be fine. She even had Hookworms when I got her (which is common in pups) and now is free of them so on the bright side, I know better than her biological mum ;-)
