Yes, most all-breed rescues will not let you volunteer if you have an 
intact dog at home.  But, most Breed rescues will let you volunteer 
because they understand that breeders know their breed and will be 
better at finding the right home for the dogs, as well as fostering.  I 
am not sure about the Chihuahua Rescue and Transport, which is the only 
big Chi rescue I know of.  Have you asked them if you can volunteer?  
Usually, if you are going to be a foster mom, they will send someone 
out to do a home check on your home.  As long as you are caring for 
your own dogs, it should not matter if you breed or not.  As long as 
you are a responsible breeder.  But, every rescue is different.

Like you were saying, we should get interested Chi people together to 
start our own rescue/transport!
