This is just my opinion but a puppy should be purchased from a breeder that  
tests their breeding stock.  There are tests for knees, eyes and other  
things.  Any toy breed has the potential to have the problems you mentioned  if 
poorly bred.  As for the teeth, proper oral hygeine from puppy  through adult 
will 
allow your chi to maintain their teeth for MANY years.   My 13 year old girl 
still has every one of her teeth...because I took care of  them.  If your chi 
had teeth problems that were not taken care of early on,  you may well be 
facing heart prolems down the road. It is a shame you  and your precious baby 
have 
been through so much.  I would definitely  make sure the breeder of this pup 
knows what all you have been through so they  do their best to eliminate these 
problems from their program.  A good and  caring breeder will want to know 
this information.
