I have 4 chihuahuas and none of them really like to be around children. I know 
some Chis can be lovable where little children are concerned but as a rule I 
don't think chis really care that much for children. I have a rescue that came 
to us because the woman said he did what you are saying your chi does around 
the children and that he would only bond with her, it turned out all was wrong 
with him was he simply hadn't been socialized and he is fine now, we  have had 
him almost 4 years. Perhaps you have a chi that simply doesn't care for 
children. Have you had a chi prior to this around your children? People make 
the mistake in thinking just because a chi is small and adorable they are 
friendly, that isn't always the case. I wish I could offer you some advice on 
this problem but it may be that you simply chose the wrong breed of dog if the 
children want to interact with the dog very much. You also need to keep in mind 
how very small a chi is and even a child is huge to a chi
 so they fear (naturally) large things. Now I could be all wrong here I am 
simply giving you our experience with this very same problem with the chi that 
we rescued, Scoobie Doo., he is now a very loving dog. It really surprises me 
that the woman that handed him over to us without a backward glance when she 
walked away has never, not even one time, asked how he was doing so I am just 
very glad that we have  him because he is very loved here and we can't imagine 
a day without Scoobie in it, he brings so much delight to our lives...good luck
