This isn't for certain breeds of dogs.  I was in a vets office not too long ago 
and heard him telling a lady her young Bichon male couldn't jump up on the sofa 
or back down again because he didn't have a bone in his back that supported 
that particular movement and could leave him crippled for life.  So there is 
something wrong with breeding practices or food or water or who knows but it 
isn't just a particular breed of dog that this is happening to.
