The Vet that I work for will still perform the surgery.  However, they  
prefer to wait until they are finished with their heat cycle because of the  
increase of blood while undergoing the procedure.  I think someone else  also 
mentioned that.  Therefore, If it were my dog, I would probably  wait.  You can 
always call the Vet and ask what their suggestion is.   People call us about 
this 
situation all the time.
 
The optimal time to get your dog neutered or spayed is between 5 & 6  months 
of age.  For females, it should be done prior to their first heat  cycle.  
Most people think that it should be after, but that is a fallacy  according to 
the clinic that I have been working for.  I have been guilty  of waiting 
myself. 
 In fact, my female chi is a year old and  still hasn't been spayed.  It's 
like the shoemaker's kid who has no  shoes.   She will be done very soon.  All 
of my males have  been done early because I don't ever want to deal with the 
lifting of their legs  or the mounting.  My mother was here with her un 
neutered 
6 month old  shih-tzu and I couldn't keep him off my leg.  It was not  
pleasant.
