My neutered male Aussie does this too, especially when he smells something
interesting outside or smells a female dog. My female Aussie is not spayed
and, when she was in heat, my male did this all day long (along with drooling).
This is a normal thing for a dog to do to increase the ability to smell (and
possibly "taste") the scent. It looks weird when they do it but it is
perfectly normal. I have even see cats do this, male and female.

I have noticed it when he seems excited...like when we play ball in the house
(which is very enthusiastic) and also (lately) when we are in agility class and
he's found a smell that seems to get him excited (he's intact). I think (for
us) its when he's very amped up, but not sure its good, as it seems to subside
when I comfort him or massage him which drops his excitement level to a more
centered calm place. I am very interested to hear what others say as he's my
first chi and never ceases to amaze me with behaviors that are foreign to me.
