This is way to much bathing for a chi. It would be much better to use wipes to wipe the chi clean.
As for breath, no their breath is not bad because of a small mouth. Their breath can be bad for several reasons, sickness, bad teeth, bad food, ect., but not because they have a small mouth. Brushing is a very wise thing to do....unfortunately I have not been very good in that area. Marsha Do not tell God how big your storm is.
