yes, Size is one factor that any breeder breeds for. It should not be the main 
factor, but it is a factor. It is all genetics. It is no different than if two 
short people with short parents get married, their kids are likely to be short. 
HOWEVER, there is always that rare chance that some long forgotten gene will 
come to the forefront and the kid will be taller than anyone in the family. 
Maybe he takes after great great great grandpa. Another comparison is for 
instance if there is a white couple, both with white parents, they should 
expect their child to be white. But what happens if they have a child who 
definitely has some black genes? It can very easily be explained if somewhere 
in past generations one grandparent was black and one was white.

So bottom line...you want small pups, you breed two genetically small dogs and 
chances are you will get small dogs.
