It sounds like he was having a dream.  One of my dogs has seizures and they 
never last longer than a minute or two at the most. And afterward, she is very 
out of it and takes a long time to recover.  When she has seizures, her whole 
body goes rigid, her eyes and mouth open and she salivates.  It's very obvious 
that she is seizing.
 
Your guy was probably in deep REM sleep and dreaming. When puppies dream 
heavily, they sometimes move their legs as if they are "running".  They also 
make little noises sometimes.  They are sometime hard to awaken, too.  You 
might want to check with your vet just in case, though.  But I really wouldn't 
worry about it.

last night at about 4 in the morning my boyfriend and iwere laying in 
bed with our chi and he started jerking he did it for about 5 minutes 
and i couldnt get him to really respond, i only got two small licks out
