I cut it really short (without making him bleed) and he seems to be okay. He licked it a little bit, but now seems to be ignoring more. I will keep and eye on him. Kiko broke her claw and was in pain. We called the vet (It was late at night) Tim did not want to help me cut it off as they suggested. She fell asleep for the night and when she woke up it was off.
