[Chihuahuas] need advice please

Katie has no one but me to play with.  I'd love to get another Chihuahua but 
can't afford one right now.  So I was wondering if any of you can suggest 
another small pet that would be safe to get that would play well with Katie.  I 
was thinking about a gerbil or a hamster, but after doing a little research on 
these 2 critters, I learned they like to bite.  I do NOT want to get anything 
that would hurt Katie in any way!!!!  A cat is out of the question - my 
landlord said no.  So, any suggestions?
