Sharon, maybe you could keep your eye out for an adult rescue Chi that won't 
cost much.  You can go on Petfinder.com or check Craigslist.org every once in a 
while.  I have seen, especially in my area lately, that lots of people seem to 
be (sadly) rehoming thier dogs.  Most of the dogs are adults and all already up 
to date with shots so you wouldn't have to go through all the puppy shots.
 
I wouldn't get a small animal like a gerbil or hamster for Katie.  Katie would 
probably not think of it as a playmate but as prey.  And, you are right, the 
little furry creatures will probably bite Katie, too.  IMO, the most 
appropriate playmate would be another little Chi or tiny dog close to her size.
 
But, I am sure Katie is happy with you to play with, too!

Katie has no one but me to play with.  I'd love to get another Chihuahua but 
can't afford one right now.  So I was wondering if any of you can suggest 
another small pet that would be safe to get that would play well with Katie.  I
