I really don't know about dogs.. But I do know that cats will often act that way.. She seems like she is just being a little motherly.. But as she gets used to people looking and handling her pups she should get better.. BUT .. Some cats will hide their kittens.. If they feel they are being handled too much.. So this might be an issue with Chihuahuas too.. But I really don't know.. I hope some one with more experience gets back to you..
But I am glad the litter and mom are doing well.. I would just check now and then and then leave them alone.
