My mother never did that but I had to help delivery both of her liters but I have heard about dogs especially chi's doing this. Calmly let her know you are just checking on the puppies to make sure they are ok, pet her first if she goes to bite tell her no but that you understand.
I did have a collie mix that also had puppies and she would snap at everyone but me and again I had to help her with her delivery. I just told the kids and my husband to leave them alone and when I handled the puppies I would let them pet them. She did once move them but I told her I needed to check on them and to keep them in one spot after the kids left her alone she quite moving them.
