I would be looking at two possibilities....hydrocepelus and hip dysplasia...both are probably mispelled, lol. By 4 weeks, they should be able to stand and get around fine with maybe the occassional falling since they are just learning. Hydro can cause all kinds of nurological problems such as the ones you described. If there are no other symptoms, he could have bad knees/hips. Feel his legs and see if they feel the same as the other pups do and see if they feel like they pop when moved, ect. Marsha
