Here's a couple ideas: Try hula dancers - short leis, flowers on their heads and front paws and a tiny "grass" skirt. Their little shasay walk will be a natural hula dance. It'd be cool, if you could carry an Ipod or whatever with hawaiian music going as you walk with them. Maybe even hand out leis.
Go for the hippie look - headband, sunglasses, peace sign necklace, leg bands or decorate a shirt with peace signs and flowers. And you dress accordingly and throw flowers out to the crowd as y'all strut your stuff. One last idea. Will it hurt the babies if you spray them with the spray-in hair color? If your town has a favorite team, you could paint them in the team colors and logo. If the spray color is safe, paint your dogs to look like jungle animals; a zebra, lion (get old hair extensions or a wig and cut it to fit as a lion's mane. Don't forget to add it to their tails too) Hope some of this helps.
