Where did you hear about the breeder. From what I read, Dusty came from the breeder with Parvo. Is there anyway you can contact others that bought pups from the breeder and find out if they are also having issues ? Can you warning others that may purchase pups from this breeder to warn them ? If this is a license breeder, can you file a complaint with the city, county, or state ? This is an health issue for dogs, someone should be able to intervene and help stop the breeder from selling until the health issue has passed. I guess I would just try to make life hell for the breeder if he/she does not want to refund the costs involved.
