I just read some more news reports and they are saying that they have both

Medley, Florida - Miami-Dade Animal Services shelter is not taking in any
more dogs or puppies for the next few weeks because of canine distemper, an
infectious and highly contagious virus.The disease affects the respiratory
and central nervous system which can be fatal.
According to Dr. Sara Pizano, director of the shelter, it is necessary to
empty the shelter and adopt out and foster as many dogs as possible. Pizano
denied a rumor that all dogs not adopted by the weekend would be euthanized,
but did say no dog is safe.
