I wonder if she could be a puppy mill puppy?  They can be indifferent to
people because they are not used to loving contact from people.   I would
just be persistent and keep loving on her.  I think Chihuahuas are typically
more like velcro dogs in that they get very attached to their person/people
and always want to be with them or even on them. LOL! That being said, dogs,
like people, can have different personalities and some are more independent
and play-oriented than others. Our Chi's who are around 7-8 pounds get about
2 tablespoons of food twice a day(along with assorted snacks).  They are all
full grown and not growing puppies though.  I agree with Rebecca about the
"dog flipping".  That could be what the people were doing.
