I agree with Susanne. I have two chi's and one is super clingy and the other is 
not. The one that is independent will demand attention when she wants it but 
other than that she usually goes about her business. She will ask for attention 
maybe 2 to 3 times a day. My other chi wants attention constantly. I treat them 
both the same and have had them both since puppies so I guess it is just their 
personalities. I think your puppy will warm up soon enough though.

I wonder if she could be a puppy mill puppy?  They can be indifferent to people 
because they are not used to loving contact from people.   I would just be 
persistent and keep loving on her.  I think Chihuahuas are typically more like 
velcro dogs in that they get very attached to their person/people and always 
want to be with them or even on them. LOL! That being said, dogs, like people, 
can have different personalities and some are more independent and 
play-oriented than others. Our Chi's who are around 7-8 pounds get about 2 
tablespoons of food twice a day(along with assorted snacks).  They are all full 
grown and not growing puppies though.  I agree with Rebecca about the "dog 
flipping".  That could be what the people were doing.
