It is still a personal decision. I agree with you, I am just saying that is is a personal decision on whether or not to breed. A personal decision can also take in account licensing, inspections etc..
I don’t want to see breeders go away because if bred right you can get an amazing dog. Some just have a family-member who happens to BE a chihuahua. I have noticed the ones who jump on and say don't allow your pet chihuahua to breed. Get them fixed ASAP. Those with a differing view point seem mighty quiet.
