Most laws allow for a health exemption. Does your dog have allergies? Exemtion! Diabetes? Exemption! Hyothyroid? Exemption! Cancer? Exemtion! There are ways to get around the law in alot of cases. Just depends on how badly you want to protect your pet's health.
