Randi, I personally feel it is better if a dog has at one or two heats first
 it helps to balance out their hormones, and then wait three months, after
their heat,  so that their muscles tighten up and the uterus is back to it's
normal size. If you don't have any unaltered males in the house and you don
t take them out in public, or leave them alone in your yard, then you
shouldn't have a problem waiting to see if they go into heat first, before
getting them spayed. 

As far as a Vet saying he can't tell, I would find a different Vet who wants
to do an xray first. But if you wait it out and they go into heat, then you
know that you can get them spayed. Do you have any idea as to how old they
are??  Also, if they need teeth cleaning, then that usually would make them
over a year old. If they need teeth cleaning or teeth removed then you can
get that done at the same time as the spay. You can also get the dew claws
removed at the same time too, if you want that done. It's better then
putting them under anesthesia twice.

Are they strong and not under weight? If they are underweight or puppies,
then I would wait until they are at least 4 pounds and their bodies are
built up enough to handle the surgery. A good vet will want to take a pre-op
blood test to make sure that their vitals can handle the anesthesia.

I have to get both of my rescue dogs spayed and they're 3 1/2 pounds I just
wondered if the small ones go through it just like the larger chi's thanks. 
I mean the aftermath healing. The vet said he thinks the one had it done
cause of a rise in the skin but that there is no actual way to know without
opening them up.
