I imagine that the kids want one; the parents buy them one. I bet there is little to no training and then the Chihuahua takes over as the alpha of the house...starts to be an aggressive - small but aggressive - little thing and then the kids have had their fun and are off to other things...then the poor little ones end up in the shelters. So so so sad!
