      Could be typical bossy foul tempered chi.
Start with test for Lyme disease and thyroid function.  Maybe get the canines 
pulled.  Maybe beat it's little butt when it DOES bite and you don't quit until 
it does.   (I know that sounds mean)  I  suspect it just got away with it one 
time too many.
You might then want to try prozac or the like.  Talk to your vet...

Anyone out there experiencing the same, please write about how you deal with 
these behaviors.  I love my Chihuahua with all my heart but the biting has 
scared most of my body. Any ideas???
