That's backwards, before socialization can be effective stability has to be achieved.
The group of people I train with, most all have dogs that were slated for death because of aggression. Some of which were trained protection dogs that were kicked out because they were off the hook crazy. Now ALL of them are cuddle bugs that can hold at minimum (including mine8) a 30min down stay in sight or out. 5 min sit stay. And Obedience preformed on first command from abou 300 yards away from handler We also train our stays around many distractions. Like shopping centers, crazy dogs lol, loud noises, opening umbrellas ect After all of this then socialization is a piece Of cake!! I am passionate about this, I was very against correction training until I had a Dane no one could help me with. Until we started training Khoehler. Since then I've seen sooo many dogs lives saved. But I'll get off my soap box!!!
