I have also heard of "intrinsically safe" handheld radios, but I don't know what 
criteria are required for that designation.  I believe these were in the 5 watt range, 
but lower frequencies (VHF) than cell.

You might also consider the possibility that people get distracted using cell phones 
and don't pay as close attention to what they're doing with the pump or with other 
things that could generate sparks.

I just did a quick search on some of the hoax sites, and came up with this link 
directly related to the warning that's circulating the 'net:

Among other things, it refutes the claim about cellphones, saying, "No cell phones 
were involved."  (This is according to the Petroleum Equipment Institute, so there is 
some chance of bias.)
