I would go higher in the voltage also. Lead Acid batteries have an internal 
resistance which goes up with age. Many chargers use a transformer (12V AC) 
with a VA chosen to provide maximum current, and let that sort of self 
regulate. They use no smoothing as a rule - let the battery do that ;-). 
Clever chargers also use battery voltage to turn on the charger; If you are 
going to have this feature, provide an override for it.
