Seams obvious.  You need more heat.  There are many ways to add more heat,
hotter iron, hot air flood, hot oil bath. I'm afraid stating you have a 4
layer board isn't enough information on what method to use.  i.e. are you
removing just one part or many, big small, etc.? Why aren't you using a
hotter "weapon"?
