If your goal is to recover the parts and not care about the board
then use a propain blow torch.  With lots of ventilation, burnt board
is not a pleasent smell.

Sounds like the designer of the PCB did not put enough thermal relief
in their pad stacks.

If the goal is to recover the parts then see if you can come up with some Bismuth
or "ChipQuick" (I think that is spelled some odd way) and mix that with the solder
as you heat it.  It significantly lowers the melting temperature of the solder.
