Yes, it does:

It appears to be a multisync monitor (if the source is trustworthy).
And the frequencies stated there fit well into the range of a standard
PC monitor.

However, if you don't get an image immediately: disconnect the monitor
and look further. The risk of blowing up a modern monitor by using
wrong frequencies is not that large anymore, since often the
high-voltage is no longer derived from the horizontal frequency, but
instead directly provided from the switched-mode power supply...
