Kevin,

There is a setting the the radio that is out-of-range which is
confusing CHIRP and causing the settings tabs to not appear. The issue
recently is that the TXP setting in one or both VFO is out-of-range.
If this is the case for you, a quick and dirty fix is to switch the
radio to VFO mode and temporarily set menu 2 (TXP) to MID in both
VFOs. Then download from your radio to see if the "Settings" tab
appears. If not, you can email your CHIRP Radio Images (*.img) file to
me and I can correct the invalid setting(s) and return the "repaired"
image to you.
