Issue 1349: Unable to enable JRE 1.6u10 in Java control panel unless  
Mozilla is also installed on the desktop

I've been able to recreate this on another machine:
1. Virgin install from "Windows XP Professions SP2"; no updates, patches,  
reboot
2. Installed JRE 1.6u10 from Sun
3. Confirmed that it is not possible to select Mozilla Family in Java  
control panel
and have the setting actually take
4. Installed Chrome
5. Reconfirmed that Mozilla Family cannot be checked
6. Used sysinternal's (now Microsoft's) "Process Monitor" to view registry  
keys and
files as they are accessed in real time when "OK" is clicked after  
checking "Mozilla
Family", i.e.
   a) Check "Mozilla Family"
   b) Get Process Monitor watching only the javaw.exe process for the Java  
control
panel
   c) Click OK in Java control panel
   d) Use Save As in Process Monitor to save results in CSV format (see  
attached)


Noteworthy are some failed reads of keys like
RegOpenKey      HKLM\SOFTWARE\Netscape  NAME NOT FOUND
RegOpenKey      HKLM\SOFTWARE\mozilla.org       NAME NOT FOUND
RegOpenKey      HKLM\SOFTWARE\Mozilla\Mozilla Firefox   NAME NOT FOUND
RegOpenKey      HKLM\SOFTWARE\Mozilla\Minefield NAME NOT FOUND
