Issue 1349: Unable to enable JRE 1.6u10 in Java control panel unless  
Mozilla is also installed on the desktop

To answer the questions from comment #1:

Did not even install Chrome until after JRE 1.6u10 was finished installing

None. Virgin XP PRO SP2 installation with JRE 1.6u10
Also, "C:\Program Files\Java contains" one directory 'jre6'

>    If you do, perhaps the system is still pointing to the old version?

> (a) Control panel -> Java -> General -> About
Result is:
   Version 6 Update 10 (build 1.6.0_10-rc2-b31)

>  or
> (b) open a command prompt and type java  -version
This returns:
   java version "1.6.0_10-rc2"
