...of course the safest approach would be the opposite: a whitelist for  
sites that
should be remembered in your history, allowed to save cookies, etc...

Start by default in incognito mode (if a preference to that effect is set,  
or given a
commandline switch) and automatically switch to non-incognito mode for  
whitelisted
bookmarks.
