New issue 21868 by allancaeg: Maximized state has the thick window border  
intended for the unmaximized state and vice versa

OS + version : Ubuntu Jaunty
CPU architecture : 64-bit
window manager : Compiz on GNOME

What steps will reproduce the problem?
1. Maxmize and look at the border
2. Unmaximize and look at the border


What is the expected result?
Have the thick window border for maximized state and thin one for unmaximed
state


What happens instead?
Border is thick when maximized and border is thin when unmaximized. Also,
maximize window border button doesn't work anymore. I can only maximize and
minimize using the window manager keybindings

Please provide any additional information below. Attach a screenshot
and backtrace if possible.
