I'm not sure what's going on that screenshot. The window looks like it
thinks that
it's maximized (judging by the restore, rather than maximize, button in the
titlebar),
but it's pretty clearly not maximized over the entire screen.
Is the bug actually that the maximize button isn't maximizing the window
when you
click it? I'm unable to reproduce this in 4.0.207.1 r25617 under Compiz
from Jaunty,
so it's possible that it's a more-recent regression. I'm starting a build
of ToT now.
